Right, my local `cdk/include/application.mk` uses `OCPI_TOOL_DIR`, not `OCPI_TARGET_DIR` on line 63.

Looks like this was erroneously changed in !1075.

I'll make a bug report.

Fix here is to change that line to use `OCPI_TOOL_DIR`.
