[Discuss OpenCPI] Pre-built ANGRYVIPER IDE plugin now available

The original 1.3.1 release didn't include a compiled version of the ANGRYVIPER Team's IDE due to size limitations. An updated RPM Installation Guide has now been pushed that includes how to install the JAR file into your own install of Eclipse.

The short-short version is to download https://opencpi.github.io/ide/av.proj.ide.plugin_1.3.jar and put it into your "dropins" folder. There are some prerequisites that are covered in the PDF.
